Keith Cohon is an experienced environmental attorney who served as Assistant Regional Counsel in Region 10 (Seattle) from 1990 to 2014. The bulk his work at EPA involved the Clean Water Act, including enforcement (NPDES and Oil Pollution Act), the issuance, approval, and defense of NPDES permits and water quality standards, and the approval of state NPDES programs. He also worked extensively on the implementation of federal environmental statutes in Indian Country.Ìý Representative matters include the Aurora Energy 9thÌýCircuit decision, Red Dog Mine (Alaska) enforcement and permit issuance, Alaska’s NPDES program approval, the Olympic Pipeline oil spill (Bellingham, Washington), and the EPA Region 10 Tribal Consultation Policy.

Since 2014, Prof. Cohon has taughtÌýlaw school courses in Negotiation and Environmental Law at both the University of Washington and Seattle University law schools, and served as the supervising attorney for ºìÌÒÊÓƵ School's Regulatory Environmental Law and Policy Clinic. He also represented environmental groups in litigationÌýagainst the U.S. EPA over its approval of Idaho’s water pollution control program, and represented amicus intervenors before the Washington State Supreme Court in litigation over the State of Washington's timber management practices on state lands.

Prior to EPA, he was an attorney at the Davis Wright Tremaine and the Miller Nash law firms. Prof. Cohon graduated from Princeton University with an A.B. in Physics in 1980, and obtained his J.D. from Harvard Law School in 1984.
